Short Description of Work Packages
WP 1 – Project Start-up
Successful project collaboration in a wide consortium requires pre-planned actions and facilitation of teamwork. In this first work package we will launch the project into implementation with the kick-off meeting in Brussels. In addition, we will make a stakeholder analysis to make sure that all the different stakeholder groups are addressed appropriately.

WP2 – Rapid Evidence Appraisal
In this work package we will identify innovative and key policies of co-creation across the participating countries on a national, regional and/or local level. We will then analyse these country specific reviews by implementing the method of Rapid Evidence Assessment in order to summarize the state-of art in co-creation in public social services in European level.

WP3 – Applied Co-creation in Pilots
During CoSIE, we will implement nine real-life pilots to engage citizens in the collaborative design of public services. We have encompassed the following dimensions in the selection of pilots: coverage of vulnerable and “hard to reach” groups, significant societal challenges, evidence of innovation, and different stages of life (children and young people, adults of working age, and older people). Vulnerable groups include immigrants, Roma, long-term unemployed, people in the criminal justice system, and those disadvantaged by geographic location.

WP4 – User Insight
Community Reporting is a storytelling movement that encourages people to use digital tools such as portable and pocket technologies to support them to tell their own stories in their own ways. We will deliver a series of Community Reporting activities to collate and curate user insights throughout the design, implementation and evaluation of the CoSIE pilot projects. These User Insight stories can provide research teams and organizations with insights that can be used to identify themes, inform findings of wider studies and positively impact on local agendas, policies and service design.

WP5 – Utilization of Blended Data Sources
We will compile, curate and analyze ICT based data from the project pilots to facilitate the co-creation aspect of service design. We will convert the pilot based data into usable forms according to the specific needs of the various CoSIE pilots. We aim to facilitate the utilization of ICT and social media based co-creational tools in the future service development in an innovative way where the curation of the data feeds will ensure the visibility of the most relevant materials.

WP6 – Living Lab Support
We will make use of visualization and animation tools which have been designed to support sense-making and co-design in the context of large scale, complex social and technical systems. We refer to this as a “Living Lab”. Our Living Lab approach aims to support the appropriation of these tools and techniques by the pilot communities to provide a concrete focus for their co-creation activities.

WP7 – Roadmap to Impact
We will compile and combine the best practices and lessons learned from the CoSIE pilots into a training materials and MOOC module for the public sector about the co-creation of services. In this work package we will also design a Roadmap for the co-creation of open public services based upon a review of current trends and the conclusions drawn from the pilot projects, development processes and methodological solutions.

WP8 – Dissemination and Communication
In this work package we cover the dissemination and communication activities at different levels (EU, national, regional). Our Communication and Dissemination Strategy includes the provision of targeted information to multiple audiences with up-to-date communication tools and methods. Our key strands of work include the development and maintenance of the project website and social media channels, designing the visual identity of the project, editing and maintaining the CoSIE Blog and developing PR materials for the project.

WP9 – Project Management
In this work package we concentrate on the overall management of the project including contract management, project planning, budgeting, organization of project meetings, organization of the intranet and project reporting, as well as the overall coordination of the project activities. We believe that good project governance, timing and pre-planned actions lead to smooth and efficient teamwork across the consortium.
